Abstract

The emergence of the first Bulgarian Empire by the year 630 was an event of high impact on the future history of Europe. In this paper we will try not only to clarify the circumstances surrounding the emergence of this new state, but also to demonstrate that ultimately the appearance of the first Bulgarian Empire was closely linked to the vicissitudes of the Roman-Persian war of 602-628, and to the alliance policy initiated by Byzantines and Persians among the peoples of the steppes.
